DECODER ASSEMBLY INSTRUCTIONS:
1. Cut out the 2 disc.
2. Cut out the window on the small disc.
3. Attach the small disc to the top of the large disc with fastener through the center points that allows the small disc to rotate over the large disc.
You should be able to see the letters in the window and the colors on the outside of the small disc.
It is suggested that each patrol bring two wheels so that you can check each other to make sure you get the same results.
